National Board Members

Ms. Rose Hancock, Chairperson

Ms. Hancock serves as partner with Laguna Beach Consulting Group. She has served as Executive and Board member of nonprofit organizations for 30 years, including the Laguna Beach Chamber of Commerce, the Dana Point Chamber of Commerce, the Coastal Coalition of Chambers and Guard A Heart Foundation. Rose has been honored to serve as Chairperson for the National Trauma Intervention Program Board of Directors and said  “Serving TIP has been the most courageous… and rewarding service I will ever do.”

Dr. William Holder, Finance Committee Chair

Dr. William Holder is the Dean of the USC Leventhal School of Accounting and holds the Alan Casden Dean's Chair in Accountancy. An expert on financial reporting and auditing, he has authored numerous books and journal articles, and his research has been published in the Journal of Accountancy, The Accounting Review, the Financial Executive, and The CPA Journal. Among his awards is the American Institute of Certified Public Accountants: the Gold Medal Award for Distinguished Service, the highest honor given by the institute, and the Distinguished Achievement in Accounting Education Award. He received the Distinguished Service Award from the California Society of Certified Public Accountants, as well as several teaching awards from that organization and from USC. Dr. Holder is a former member of the Board of Directors of the American Institute of Certified Public Accountants, and The Governmental Accounting Standards Board. He was named to the Accounting Circle Professorship in Accounting and the Ernst and Young Professorship in Accounting and has directed the USC SEC and Financial Reporting Institute. In addition, he was twice selected by Accounting Today as one of the 100 most influential people in the accounting profession. Bill lives in Newport Beach and spends his free time boating and fishing.

Dr. Nicole P. Bernal, MD, Member at Large

Dr. Bernal is the Medical Director of the burn program for The Ohio State University Wexner Medical Center Burn Center. She is responsible for overseeing acute and reconstructive care of patients within the burn services, leading an interdisciplinary health care team to optimize performance within burn services and ensuring effective education and training of attending physicians, residents, and fellows. She formerly served as Assistant Clinical Professor, Department of Surgery at UC Irvine. She is Board Certified in surgery and critical care surgery. Dr. Bernal graduated from Medical School at Case Western Reserve University and has completed fellowships in surgical critical care, pediatric surgery and burn surgery. Her clinical interests include infrared laser spectroscopy diagnosis of burns, international medicine, pediatric trauma and research to improve burn wound healing.

Mr. Irwin Bornstein, Member at Large

Mr. Bornstein is retired from his position as Assistant City Manager for the City of Mission Viejo. In addition, he has over 25 years’ experience as an Administrator in local government, including City Controller, City of Whittier; Assistant Finance Director, City of Anaheim; and Senior Consultant/Auditor, Ernst & Whinney. He served as President of the California Society of Municipal Finance Officers and was a member of the board of directors of the Government Finance Officers Association of the United States and Canada and the League of California Cities. He is a CPA and has an MBA from Stanford University. Irwin’s wife, Ellen Gecht, MFT was a founding TIP Orange County Volunteer and continues to serve as a pro bono counselor for TIP clients.

Jim Cota, Member at Large

Lt. Jim Cota retired from the Laguna Beach Police Department where he served for nearly 28 years. As the public information officer, Cota was effectively the voice of Laguna Beach police in some of the most intense moments in the City’s recent history. As LBPD’s Press Information Officer (PIO), he led many community outreach events and complex investigations when he was overseeing the Investigations Bureau. In addition to his service as public information officer, Cota previously served as a patrol officer, field training officer, corporal, narcotics detective, and investigations sergeant. Jim said of TIP, “Thank you for the years of support. Without that support, we would have never been able to do it, day in and day out. I would be honored to be considered for the TIP board. I am always here to help the program with whatever you all need.”  Jim and his wife live in Huntington Beach.

Cyrus Dastur, M.D, Member at Large

Dr. Dastur is the Associate Clinical Professor and Director of Neurocritical Care at UC Irvine and an Assistant Professor of Neurology. He also serves as Director, Medical Ethics Director, Departments of Neurology & Neurological Surgery, University of California, Irvine. His Clinical interest includes intracerebral hemorrhage, ischemic stroke, subarachnoid hemorrhage, and traumatic brain injury. Dr. Dastur was the 2015 recipient of the Marianne Cinat MD Memorial Heroes With Heart Award.

Dirissy Doan, Member at Large

Ms. Doan is Government Affairs Director, Orange County REALTORS®. During seventeen years with OC REALTORS®, Dirissy has held the positions of Member Services Team Leader, Community Affairs Administrator, and Director of Strategic Partners. Also active in multiple civic, political, and professional organizations, Dirissy previously chaired the California Association of Realtors Government Affairs Directors, currently serving on the OC Forum Board of Directors, and manages external affairs and philanthropy for the largest real estate association in California and the ninth largest in the nation. In 2019, the Greater Irvine Chamber of Commerce recognized her at its “40 Under 40” event as someone who is “making strides in her industry while making a difference in the community.” In 2021, California State Senator Tom Umberg honored Dirissy as a Woman of Distinction in Business; she earned the top 21 Leaders of 2021 Award from the Fountain Valley Chamber of Commerce and was named 2021 National Association of Asian Pacifics in Politics & Public Affairs 40 Under 40. Her volunteer service includes serving the unhoused at Orange County Rescue Mission, gathering items in need for South County Outreach, a toy drive for the families at Camp Pendleton, and so many more.

Ms. Gail E. Eastman, Member at Large

Ms. Gail Eastman is an historian, author and businesswoman elected to a four year term on the Anaheim City Council in November 2010. Ms. Eastman is a retired governmental relations consultant for land use entitlements and served as a community relations specialist. While serving on Anaheim’s Planning Commission in 2007, Eastman wrote “Anna’s Home by the River”, a children’s book for 3rd graders that tells the 150-year history of Anaheim. She serves as the chairwoman of the Children’s Education Foundation of Orange County, a nonprofit dedicated to providing free educational resources including a local history book on Orange County, “Nothing Rhymes with Orange”. The organization holds the Guinness World Record for the largest history lesson at Angel Stadium November 8, 2011. Each year since, that book, along with various related programs, is distributed to all Orange County third grade students as a supplement to their study of local history. Gail currently lives in Fallbrook, California.

Michael Garcia, Member At Large

Chief Garcia led the Laguna Beach Fire Department for four years and a cumulative 36-year career in Fire Service with 28 years at the Long Beach Fire Department. He was also a member of the Orange County Fire Chiefs Association. I graduated from CSU Long Beach with a B.S. in Occupational/Organizational Studies with an emphasis on Leadership of Emergency/Crisis Response. Chief Garcia said “I am 100% supportive of the TIP Program. I was not aware of its existence until I came to work in Laguna Beach and found myself in awe of the program, volunteers, and services provided. It truly is the missing piece of a successful emergency/traumatic response.”

Navid Ghaffari, M.D., Member At Large

Dr. Ghaffari recently graduated from Harvard Medical School. Prior to medical school, he was an Orange County TIP volunteer. In addition to his volunteering shifts, he presented emotional first aid workshops at local schools and recruited volunteers. Navid graduated summa cum laude from the University of California, Irvine with a degree in Neurobiology. His interest in neuroscience and travel led him to spend half a year in Basel, Switzerland investigating the epigenetics of PTSD and memory. At Harvard Medical School, he engaged in multiple programs to support pre-med and medical students at universities around the country. Navid is passionate about TIP and is delighted to serve on the National Board of Directors.

Mr. Mike Jensen, Member At Large

Mr. Jensen previously worked as a First Vice President at CBRE in Orange County. He then owned and operated the Long Beach Office of Pacific Retail Partners in Long Beach, CA for 15 years. He employed over 20 employees. His leased and sold over 10 million Sq. Ft. of shopping Centers and represented many retailers expanding in California, Arizona, and Colorado. To name a few, his clients included Home Depot, Target Stores, Sprouts Markets, Bank of America,  In-N-Out Burger, Saks Fifth Avenue, Lifetime Fitness, Fresh and Easy and others before he closed the doors due to the Plane Crash.

Maryam Parnam, Attorney, Member at Large

Ms. Parman is the founding attorney of Avrek Law Firm.  She has been serving accident victims and their family members across the nation for over 25 years, and has been a National Board Member of TIP for over five years. Maryam serves on the TIP Board because TIP serves in a community-first approach, and her dedication to her community directly parallels with the mission and vision of TIP. As the nation’s best injury attorney, Maryam Parman has helped thousands of injured victims, and believes in the power of support groups like TIP in helping people who are suffering with the gravity of traumatic, or even catastrophic, events.  Maryam is passionate about helping people and serving as a National Board Member for TIP as it provides an opportunity to community members to share in their passion for helping others. Maryam Parman is also the Founder of the Maryam Parman Foundation for Children which provides customized medical aid to children without resources.

Molly Perry, Member at Large

Ms. Perry is a 25-year municipal professional who has served three local agencies throughout her career. Ms. Perry earned her undergraduate degree in business from Concordia University, Irvine, and her Master of Public Administration and Leadership from California State University, Long Beach.  Ms. Perry was awarded the 2013 City Clerk of the Year by the Southern City Clerks Association of California, as well as receiving an Honorable Mention for Outstanding Public Relations by the same organization. Ms. Perry has extensive volunteer experience through her numerous coaching positions in youth sports and through her commitment to education in her community. Ms. Perry retired from the City of Irvine where she served as the City Clerk. Ms. Perry now resides in San Clemente with her husband Mike where they look forward to traveling and spending time with their four children and grandson.

Mr. John Quinn, Member at Large

Mr. John Quinn is an attorney. He has been a board member since 2003, and he has been a consultant to TIP staff and board members since the founding of the organization. John serves on the TIP Board because TIP serves a definite community need in an effective manner. He says, “The TIP program demonstrates the best of a community... people helping their neighbors.” John is married to Linda and has two children. He enjoys sports, cooking and reading.
